Flowstone Surge, Enchantment, designed by Scott Hampton first released in Feb, 2000 in the set Nemesis.

This card, Flowstone Surge, would be beneficial in a deck that focuses on aggressive strategies, such as a red aggro or token deck, where the -1 toughness to your creatures can be offset by the potential to deal more damage to your opponent's creatures or directly to their life total. However, there are better options available like Shared Animosity or Goblin War Drums, which provide similar effects without the downside of reducing your creatures' toughness.
