A deck that focuses on self-mill or graveyard strategies would benefit from using Deep-Sea Terror, as it requires a large number of cards in the graveyard to be able to attack. However, there are likely better options available for this type of strategy, such as creatures with more immediate impact or easier conditions to meet. Deep-Sea Terror’s ability only checks as attackers are declared. After Deep-Sea Terror legally attacks, reducing the number of cards in your graveyard won’t cause it to stop attacking.
