Cloudbound Moogle would be best suited for a white aggro or blink deck that focuses on maximizing the value of its enter the battlefield trigger by targeting resilient creatures to receive the +1/+1 counter. While it provides some incremental advantage with the Plainscycling ability, there are more efficient and impactful cards available for the same mana cost, such as Flickerwisp or Blade Splicer.
