Cephalid Scout would fit well in a blue control or tempo deck that values card draw and has a strategy focused on maintaining board presence while managing resources. Its ability to sacrifice lands for card advantage can be particularly beneficial in decks that utilize land-fetching or have ways to return lands to play, such as those featuring cards like Crucible of Worlds. However, there are arguably better options for card draw in blue, such as Brainstorm or Ponder, which provide immediate card selection without sacrificing resources.
