This card would benefit a control deck looking to stall the game and outvalue the opponent. However, there are better options available such as Ulamog, the Ceaseless Hunger which provides a more immediate impact and win condition. Sauron, the Dark Lord may not see much play in competitive settings due to its high cost and slow effect, but could be a fun and flavorful addition to casual decks for Lord of the Rings fans.
