While it provides a fun and unique ability to potentially play extra cards each turn, there are stronger options like Young Pyromancer or Sprite Dragon that offer more consistent value and impact on the board. However, for a more casual or thematic otter-themed deck, Harnesser of Storms could definitely see play and add a fun element to gameplay.
