Decree of Pain, Sorcery, designed by Mathias Kollros first released in May, 2020 in the set Magic Online Promos and was printed exactly in 14 different ways. It see play in 1 formats: Commander.
A control deck focused on board wipes and card advantage would benefit from using Decree of Pain, as it provides a powerful mass removal effect while also drawing cards. However, there are better options like Damnation or Wrath of God that offer similar effects at a lower cost, making Decree of Pain less efficient in most scenarios. It could see play in more casual or budget decks where access to those better options is limited.

Cycling is an activated ability. Effects that interact with activated abilities (such as Stifle or Rings of Brighthearth) will interact with cycling. Effects that interact with spells (such as Remove Soul or Faerie Tauntings) will not.

The cycling ability and the triggered ability are separate. If the triggered ability doesn’t resolve (due to being countered with Stifle, for example, or if all its targets have become illegal), the cycling ability will still resolve and you’ll draw a card.
