This card, Containment Membrane, would benefit a control deck looking to stall the opponent's creatures and disrupt their game plan. While it can be useful in certain situations, there are better options available such as Sleep or Claustrophobia that provide similar effects with potentially more impact. Containment Membrane could see play in limited formats or casual decks, but in more competitive settings, other cards may be more efficient choices.

Containment Membrane can target and be attached to an untapped creature. It just won’t have any effect until that creature becomes tapped.
