However, there are better options like Frost Titan or Inkwell Leviathan that offer more impactful effects for a similar mana cost, making Torrent Elemental less likely to see play in competitive Magic: The Gathering decks.

“Defending player” refers to the player Torrent Elemental is attacking or the controller of the planeswalker Torrent Elemental is attacking. In multiplayer formats that allow attacking multiple players, creatures controlled by other players won’t be tapped, even if you control other creatures attacking those players or planeswalkers those players control.
