This card would be beneficial in a red aggressive deck that focuses on controlling the board by dealing damage to creatures. Decks that run a high number of Deserts or have ways to fill their graveyard with Desert cards would maximize the effectiveness of Sand Strangler. While Sand Strangler is a decent option for creature removal in such decks, some players might prefer more versatile options like Lightning Bolt or Abrade, which can target any creature or artifact respectively, making them potentially better choices depending on the overall strategy of the deck. Sand Strangler could see play in specific metagames where its ability to deal 3 damage to a target creature is particularly valuable.

If an ability checks whether you control a Desert or there is a Desert card in your graveyard, having more than one doesn’t matter. Controlling one is the same as controlling five. There is also no extra bonus for both controlling one and having one in your graveyard.
