Sanctum of Eternity, Land, designed by Daniel Ljunggren first released in Aug, 2019 in the set Commander 2019. It's a key card in 5 combos.
A deck that focuses on utilizing its commander frequently and wants to protect it from being destroyed or exiled would benefit from including Sanctum of Eternity. While it provides a way to safely return your commander to your hand, there are potentially better options such as Homeward Path which offers a similar effect without the mana cost. Whether Sanctum of Eternity should see play depends on the specific strategy and synergies of the deck, as well as the meta-game it is being played in.

The “commander tax” increases based on how many times a commander was cast from the command zone. Casting a commander from your hand doesn’t require that additional cost, and it doesn’t increase what the cost will be the next time you cast that commander from the command zone.
