Primo, the Unbounded would fit best in a Simic (green-blue) +1/+1 counters or Fractal/token-based Commander deck, especially one built around X-spells, counter synergies, and creatures with base power 0 (like Fractals, creatures that enter as 0/0 with counters, or cards that temporarily set base power to 0). It synergizes strongly with cards like Master Biomancer, Doubling Season, Branching Evolution, Hardened Scales, and Adrix and Nev, Twincasters, which amplify its counter production and token output.
