This Korozda Monitor card would be beneficial in a Golgari graveyard-based deck that focuses on utilizing creatures in the graveyard for additional value. While it offers a decent value with its trample ability and scavenge mechanic, there are potentially better options like Lotleth Troll or Varolz, the Scar-Striped that provide more immediate impact or better synergy within the deck. However, if the deck is looking for additional ways to buff up creatures and has room for a versatile utility card, Korozda Monitor could see play as a budget-friendly option.

Exiling the creature card with scavenge is part of the cost of activating the scavenge ability. Once the ability is activated and the cost is paid, it’s too late to stop the ability from being activated by trying to remove the creature card from the graveyard.
