A deck that heavily relies on casting instant and sorcery spells, such as a control or tempo deck, would benefit from including Arcane Melee as it provides cost reduction for those spell types. However, there are potentially better cards like Baral, Chief of Compliance or Goblin Electromancer that not only reduce the cost of spells but also provide additional benefits like card draw or mana ramp. Whether Arcane Melee should see play depends on the specific strategy and synergy of the deck, as well as the overall metagame.
