This Notorious Assassin card would be a great addition to a black control deck that focuses on removal and disruption. While the card offers a powerful targeted removal ability, there are better options available in the current Magic: The Gathering card pool, such as Murder or Hero's Downfall, which offer more flexibility and efficiency. However, if the deck is looking for a specific theme or synergy with spellshapers, then Notorious Assassin could see play in a more niche deck build.
