Een kaartspel gericht op +1/+1 counters of proliferatiemechanismen zou baat hebben bij het opnemen van Kiora's Dambreaker, omdat het onmiddellijke waarde biedt doordat het zich vermenigvuldigt zodra het slagveld wordt betreden. Er zijn echter potentieel betere kaarten voor deze strategie, zoals Deepglow Skate, dat zich twee keer verspreidt wanneer het binnenkomt, of Inexorable Tide, dat zich verspreidt wanneer je een spreuk uitspreekt. Kiora's Dambreaker zou nog steeds in decks kunnen worden gespeeld op zoek naar extra proliferatie-effecten of als een budgetoptie.

If a permanent has +1/+1 counters and -1/-1 counters on it, they’re removed in pairs as a state-based action so that the permanent has only one of those kinds of counters on it.

You don’t have to choose every permanent or player that has a counter, only the ones you want to add another counter to. Since “any number” includes zero, you don’t have to choose any permanents at all, and you don’t have to choose any players at all.

If a spell or ability puts counters on a player or permanent and then instructs you to proliferate, choosing that player or permanent will give that player or permanent another of those counters.

The War of the Spark set doesn’t include any ways for players to have counters, but some cards in other sets say that a player “gets” a counter of a certain kind. Notably, emblems aren’t counters.
