The Nessian Asp card could be beneficial in a green-based midrange or ramp deck that focuses on controlling the board with reach and then ramping up to a powerful, monstrous creature. However, there are potentially better options like the Polukranos, World Eater card which offers a more versatile and impactful monstrosity ability. Nessian Asp could see play in casual or budget decks, but in competitive settings, it might be outclassed by more efficient options.

An ability that triggers when a creature becomes monstrous won’t trigger if that creature isn’t on the battlefield when its monstrosity ability resolves.

Once a creature becomes monstrous, it can’t become monstrous again. If the creature is already monstrous when the monstrosity ability resolves, nothing happens.
