Triumphant Surge, Instant, designed by Daarken first released in Jan, 2020 in the set Theros Beyond Death.
A deck focused on controlling the board and gaining life, such as a white-based control or midrange deck, would benefit from including Triumphant Surge. However, there are more versatile removal spells like Swords to Plowshares or Path to Exile that can target any creature regardless of its power, making them generally better options. While Triumphant Surge may have situational use against high-power creatures, its limitations make it less likely to see widespread play in competitive Magic: The Gathering decks.
