Thriving Bluff would be a good addition to a multicolor deck that needs access to both red mana and another specific color. However, there are better dual lands available that enter untapped, such as the shock lands or the check lands, which provide more flexibility and speed. Thriving Bluff could see play in budget decks or limited formats where access to dual lands is limited, but in competitive constructed formats, it may not be the best choice.
