This card would be beneficial in a deck focused on sacrificing creatures or using them as expendable resources, such as a white-black aristocrats deck. While Rising Populace can grow stronger over time with the death of your own creatures, there are potentially better options like Blood Artist or Cruel Celebrant that provide additional value upon death triggers. However, if the deck is looking for a resilient and growing threat, Rising Populace could see play as a solid inclusion in the right strategy.
