Merfolk Looter, Creature — merfolk rogue, designed by Ron Spencer first released in Jun, 1998 in the set Exodus and was printed exactly in 18 different ways.
A deck that focuses on card advantage and graveyard interaction, such as a control or combo deck, would benefit from including Merfolk Looter. While it provides a consistent way to filter through your deck, there are better options available like Jace, Vryn's Prodigy, which not only loots but also has a powerful transformation ability. Merfolk Looter could still see play in more budget or casual decks where its effect fits well with the strategy.

You can’t do anything in between drawing a card and discarding a card, including casting or cycling the card you drew.
