Intervene, Instant, designed by Heather Hudson first released in Feb, 1999 in the set Urza's Legacy.
This card, Intervene, would be beneficial in a blue control deck that focuses on protecting its creatures from targeted spells. While Intervene is a useful instant spell for only U, there are more versatile options like Counterspell or Mana Leak that can counter any spell, not just those targeting creatures. However, Intervene could still see play in specific creature-heavy decks or in metas where targeted removal is prevalent.
