A control deck would benefit from using Creeping Tar Pit as it provides a consistent source of mana while also offering a potential win condition in the late game with its unblockable creature ability. However, there are better land creatures like Celestial Colonnade or Raging Ravine that offer more immediate impact or resilience, so Creeping Tar Pit may not see as much play in competitive decks but can still be a solid inclusion in certain strategies that value its abilities.

A land that becomes a creature may be affected by “summoning sickness.” You can’t attack with it or use any of its abilities (including its mana abilities) unless it began your most recent turn on the battlefield under your control. Note that summoning sickness cares about when that permanent came under your control, not when it became a creature.
