The Sapphire Medallion would benefit a blue control deck that focuses on casting a lot of blue spells, as it helps reduce the cost of those spells. However, there are better cards like Sapphire Medallion's cousin, the Sapphire Medallion, which reduces the cost of all spells by {1} rather than just blue spells. While Sapphire Medallion can still be useful in certain situations, the Sapphire Medallion is generally considered the superior choice for decks looking to reduce spell costs.

The effect is cumulative.

The generic X cost is still considered generic even if there is a requirement that a specific color be used for it. For example, “only black mana can be spent this way”. This distinction is important for effects which reduce the generic portion of a spell’s cost.
