A deck that heavily focuses on casting a high number of instant and sorcery spells would benefit most from including Rise from the Tides, as it can generate a significant number of Zombie tokens. However, decks that can fill their graveyard quickly and consistently with these types of spells would see the most value from this card. While Rise from the Tides can be a powerful finisher in the right deck, there are other cards like Empty the Warrens or Army of the Damned that can provide similar effects more efficiently, making them potentially better choices depending on the specific strategy of the deck.
