However, there are potentially better cards like Elixir of Immortality which not only shuffles your graveyard back into your library but also gains you life. Whether Perpetual Timepiece sees play would depend on the specific strategy and synergy within the deck, as well as the overall card pool available for that particular format.

You can activate Perpetual Timepiece’s second ability with no targets just to shuffle your library. If you choose any targets and they all become illegal targets, the ability won’t resolve and you won’t shuffle your library.
