Oath of Lieges, Enchantment, designed by Mark Zug first released in Jun, 1998 in the set Exodus and was printed exactly in 2 different ways.
A deck that focuses on ramping up quickly and gaining a land advantage would benefit from using Oath of Lieges, as it helps to even out the playing field and accelerate mana production. However, there are better cards like Land Tax or Exploration that provide more consistent and powerful land ramp abilities, making Oath of Lieges less likely to see play in competitive decks.

The targeted player controlling more lands than the current player is a part of the targeting requirement. A player can’t be targeted by this ability unless it’s true, and the ability doesn’t resolve if it’s no longer true at that time.
