A deck that focuses on aggressive strategies and wants to force their opponent's creatures to attack could benefit from using Heckling Fiends. However, there are better cards like Frenzied Goblin or Goblin Heelcutter that offer similar effects with added benefits, making them more versatile and impactful in gameplay. Overall, Heckling Fiends may not see much play in competitive decks due to its limited effectiveness compared to other options available.
