A deck that focuses on milling the opponent's library would benefit from including Fleet Swallower, as it can rapidly deplete the opponent's resources. However, there are more efficient mill cards like Glimpse the Unthinkable or Mind Funeral that can achieve a similar effect for a lower mana cost, making them better options for competitive play. Fleet Swallower could still see play in more casual or thematic decks looking to have fun with a unique ability.
