Cruel Witness would be a great addition to a control deck that focuses on casting a lot of noncreature spells, as it provides card selection through surveil and a flying threat. However, there are better options like Snapcaster Mage or Spellstutter Sprite that offer more versatility and immediate impact, so Cruel Witness may not see much play in competitive Magic: the Gathering decks.
