Tester of the Tangential would fit best in a blue-based tempo or spellslinger deck that plans to cast progressively larger spells, letting it grow naturally through its Increment ability and then convert that growth into value by redistributing +1/+1 counters before combat; it also has some synergy in Simic (blue-green) counter-focused decks that care about +1/+1 counter manipulation.
