Sky-Eel School would be beneficial in a blue control deck that focuses on card advantage and manipulation. While the ability to draw and discard a card upon entering the battlefield is useful for filtering through the deck, there are potentially better options such as Mulldrifter, which provides a similar effect with the added benefit of being able to evoke for cheaper mana cost. Sky-Eel School could see play in certain niche decks that prioritize card selection and flying creatures, but it may not be a staple in competitive Magic: the Gathering decks.
