This card, Scroll Rack, would benefit decks that rely on manipulating their library or have a high card draw strategy, such as combo decks or control decks. While Scroll Rack can be a powerful tool for setting up future draws and filtering through unwanted cards, there are other cards like Brainstorm or Sensei's Divining Top that offer similar effects and may be more efficient in certain situations. However, Scroll Rack can still be a valuable inclusion in decks that require specific card selection and can certainly see play in the right build.

If there are not enough cards in the library, you do not lose. This is not a draw effect. You just get as many cards as are there, even if there are zero cards in the library.
