A deck focused on a Rebel tribal theme would benefit from including Ramosian Captain, as it provides a consistent way to search for and put Rebel permanents onto the battlefield. However, there are better cards available for this purpose, such as Lin Sivvi, Defiant Hero, which can search for Rebels directly from your library without needing to tap. While Ramosian Captain may have situational uses, it may not be the most efficient choice for competitive play compared to other options available.
