Oppressive Rays, Enchantment — aura, designed by Mark Zug first released in May, 2020 in the set Journey into Nyx and was printed exactly in 2 different ways.
This card, Oppressive Rays, would be beneficial in a control deck that aims to restrict the opponent's ability to attack or block effectively while also hindering their ability to use activated abilities efficiently. However, there are potentially better options such as Pacifism or Arrest which provide similar effects without the additional cost for the opponent, making them more versatile choices for deck building. Oppressive Rays could see play in specific metagames where the taxing effect is particularly effective, but in general, it may not be the most optimal choice for competitive play.

The enchanted creature’s controller can choose to not attack or block with it even if it must attack or block if able. Players can’t be forced to pay a cost to attack or block.
