Mindculling, Sorcery, designed by Cos Koniotis first released in May, 2011 in the set New Phyrexia.
This card, Mindculling, would benefit control decks looking to disrupt their opponent's hand and draw more cards. However, there are better options available such as Thoughtseize or Inquisition of Kozilek which provide more targeted and immediate disruption. While Mindculling could see play in certain niche decks, it may not be the most competitive choice in a broader context.

You must be able to target an opponent to cast Mindculling. If that opponent is an illegal target when Mindculling tries to resolve, it’ll be countered and will have no effect. You won’t draw two cards.
