Shrine of Limitless Power, Artifact, designed by Min Yum first released in May, 2011 in the set New Phyrexia.
A deck that focuses on black spells and discard strategies, such as a mono-black control or discard deck, would benefit from using Shrine of Limitless Power. However, there are better options available, such as Liliana of the Veil, which provides consistent discard effects and other powerful abilities. Shrine of Limitless Power may not see much play in competitive decks due to its slower and more conditional nature compared to other more efficient discard options.

Unlike most abilities that force a player to discard cards, this ability may be activated whenever you could cast an instant, including during your opponent’s draw step after they have drawn a card.
