This Marchesa's Smuggler card would be beneficial in an aggressive red-blue deck aiming to quickly build up a board presence and apply pressure on opponents. While it provides a useful ability to grant haste and unblockable to a creature, there are potentially better options like Lightning Mauler or Stormchaser Mage that offer similar effects with additional benefits. However, Marchesa's Smuggler could still see play in certain strategies that focus on tempo and evasion.
