Golgari Decoy, Creature — elf rogue, designed by Marco Nelor first released in Oct, 2012 in the set Return to Ravnica.
A Golgari graveyard-based deck focused on creature recursion and +1/+1 counter synergies would benefit from including Golgari Decoy, as it can force opponents to block it and potentially set up powerful Scavenge plays. However, there are more efficient cards like Lotleth Troll or Varolz, the Scar-Striped that offer similar effects with added benefits, making Golgari Decoy less optimal for competitive play unless in a very specific build.

Exiling the creature card with scavenge is part of the cost of activating the scavenge ability. Once the ability is activated and the cost is paid, it’s too late to stop the ability from being activated by trying to remove the creature card from the graveyard.
