A deck focused on Merfolk tribal synergies in Magic: the Gathering would benefit from including Forerunner of the Heralds as it helps tutor for key Merfolk cards and grows in power as more Merfolk creatures enter the battlefield. While there may be more efficient Merfolk cards available, such as Merrow Reejerey or Master of the Pearl Trident, Forerunner of the Heralds can still be a valuable addition to the deck for its tutoring ability and potential to grow larger over time, making it worth considering for inclusion in the right Merfolk tribal deck.

If an effect refers to a “[subtype] spell” or “[subtype] card,” it refers only to a spell or card that has that subtype. For example, March of the Drowned is a card that benefits Pirates and features Pirates in its illustration, but it isn’t a Pirate card.
