Umbral Mantle would be beneficial in a deck that focuses on generating a lot of mana and untapping creatures frequently, such as a combo deck with creatures that have powerful tap abilities. While it can be a strong card in the right deck, there are better options available like Sword of Feast and Famine or Sword of Fire and Ice, which provide additional effects along with the power boost. Whether Umbral Mantle should see play depends on the specific strategy and synergy of the deck it's being considered for.

If the permanent is already untapped, you can’t activate its ability. That’s because you can’t pay the “Untap this permanent” cost.

When you activate an ability, you untap the creature with that ability as a cost. The untap can’t be responded to. (The actual ability can be responded to, of course.)
