Steady Progress, Instant, designed by Efrem Palacios first released in Oct, 2010 in the set Scars of Mirrodin and was printed exactly in 3 different ways.
This card, Steady Progress, would benefit a deck that focuses on +1/+1 counters or other types of counters, such as energy counters or loyalty counters. Decks that rely on proliferate mechanics would find this card useful for increasing the number of counters on their permanents or players. However, there are better cards for proliferate strategies, such as Inexorable Tide, which proliferates every time you cast a spell. While Steady Progress can be a decent inclusion in a proliferate deck, it may not be a top-tier choice compared to other options available.

Players can respond to a spell or ability whose effect includes proliferating. Once that spell or ability starts to resolve, however, and its controller chooses which permanents and players will get new counters, it’s too late for anyone to respond.

To proliferate, you can choose any permanent that has a counter, including ones controlled by opponents. You can’t choose cards in any zone other than the battlefield, even if they have counters on them.

This spell has no targets. You can cast it even if there are no players or permanents with counters on them. If you do, you’ll simply draw a card as it resolves.

You don’t have to choose every permanent or player that has a counter, only the ones you want to add another counter to. Since “any number” includes zero, you don’t have to choose any permanents at all, and you don’t have to choose any players at all.
