A deck that focuses on controlling the board with blue permanents would benefit from using Syphon, as it can effectively counter spells by leveraging the number of blue permanents in play. However, in a fast-paced or aggressive deck that doesn't prioritize blue permanents, there may be better counter spells available that offer more flexibility or utility, such as Mana Leak or Force of Will.
