Skatewing Spy, Creature — vedalken rogue mutant, designed by Grzegorz Rutkowski first released in Jan, 2019 in the set Ravnica Allegiance and was printed exactly in 2 different ways.
A deck focused on creating a board presence with creatures that benefit from having flying, such as evasive attackers or creatures with powerful triggered abilities, would benefit from including Skatewing Spy. While Skatewing Spy provides a useful ability to grant flying to all creatures with +1/+1 counters, there may be better options depending on the specific strategy of the deck, such as cards that offer more immediate impact or synergize better with the overall game plan. However, Skatewing Spy could see play in decks looking to enhance their creatures' abilities with flying.

You can always activate an ability that will cause a creature to adapt. As that ability resolves, if the creature has a +1/+1 counter on it for any reason, you simply won’t put any +1/+1 counters on it.
