The Raccoon Rallier card could be beneficial in a aggro or tempo red deck that wants to give its creatures haste to attack immediately and apply pressure on the opponent. However, there are generally better options for this effect such as Fervent Champion or Lightning Mauler, making Raccoon Rallier less likely to see play in competitive Magic: the Gathering decks.
