Lurking Skirge, Enchantment, designed by Daren Bader first released in Feb, 1999 in the set Urza's Legacy.
A deck focused on sacrificing creatures or causing opponents to sacrifice creatures would benefit from using Lurking Skirge, as it can easily transform into a 3/2 flyer when creatures go to the graveyard. However, there are potentially better cards for similar strategies, such as Nether Traitor or Bloodghast, which offer more consistent value. Lurking Skirge could still see play in decks looking for additional creature threats or synergies with enchantments, but its effectiveness may vary depending on the overall strategy and card pool available.

A noncreature permanent that turns into a creature can attack, and its abilities can be activated, only if its controller has continuously controlled that permanent since the beginning of their most recent turn. It doesn’t matter how long the permanent has been a creature.
