A deck that focuses on ramping up its mana base and wants to ensure consistent land drops would benefit from using Krosan Tusker, as it provides card draw and land tutoring in one package. While there may be more efficient ramp cards available, such as Cultivate or Kodama's Reach, Krosan Tusker's flexibility and cycling ability make it a solid inclusion in decks that value card advantage and land ramp. It should see play in decks that can take advantage of its cycling ability and land tutoring effect.

Cycling is an activated ability. Effects that interact with activated abilities (such as Stifle or Rings of Brighthearth) will interact with cycling. Effects that interact with spells (such as Remove Soul or Faerie Tauntings) will not.

The cycling ability and the triggered ability are separate. If the triggered ability doesn’t resolve (due to being countered with Stifle, for example, or if all its targets have become illegal), the cycling ability will still resolve and you’ll draw a card.
