This card, Hapatra's Mark, would benefit a deck that focuses on creatures with -1/-1 counters, such as a -1/-1 counter synergy deck or a deck that uses creatures with negative counters as a form of control. While Hapatra's Mark is a decent inclusion for protecting a key creature and removing counters, there are potentially better options like Blossoming Defense or Vines of Vastwood which provide similar protection along with additional benefits like pump effects or combat tricks.
