Flood Plain, Land, designed by Pat Lewis first released in Oct, 1996 in the set Mirage and was printed exactly in 6 different ways.
A deck that focuses on mana fixing and ramp, particularly in white or blue color combinations, would benefit from including Flood Plain in their deck. While Flood Plain is a decent card for fetching Plains or Island cards, there are better alternatives like Flooded Strand or Prismatic Vista that offer more flexibility and can fetch dual lands.
