Dregs of Sorrow, Sorcery, designed by Thomas Gianni first released in Oct, 1997 in the set Tempest and was printed exactly in 4 different ways.
This card, Dregs of Sorrow, would be beneficial in a control deck that aims to clear the board of nonblack creatures while replenishing its hand with card draw. However, for a similar mana cost, the card Damnation is often considered a better option as it destroys all creatures without the need to pay extra for each target. Dregs of Sorrow could still see play in specific decks looking for card advantage and targeted removal, but overall, Damnation may be a more efficient choice for board control.
